This was done. The words 'steam launches '

which Mr. Maze said frequently on the West

River meant vessels that would be steamers

anywhere else, was altered to 'steam or motor

Vessels' in the new draft. The clause

imposing a penalty of confiscation of launch

and cargo for failure to report at the specified

Customs sub-office was considered too drastic

by Hongkong, and was altered to a fine not

exceeding $10,000 on summary prosecution by

the Hongkong Government. It was agreed that

Art. 5 applied to all flags. Mr. Maze

explained that, as regards trading between non-

open ports, as distinct from trading from

treaty-port to non-open port, the rights

conferred were the same as in the Inland Waters

Regulations, which are that the vessels

registered with the Customs can trade between

Treaty Fort and non-treaty port, or between two

non-treaty ports, provided it comes back to the

treaty port.

Art. 9, regarding maintenance of status

of goods passing through the Colony under Customs

documents from one treaty port to another was

retained with slight emendation (vis, that where

goods could be suitably sealed and were easily

identifiable, the Customs might waive obligation

to place them in bonded warehouses).
